China’s Public Private Partnership Catalogue Expands by 2.4T Yuan in 2018

The latest data from the Ministry of Finance (MOF) points to a sizeable increase in the number and investment sum of public private partnership (PPP) projects in the Chinese government’s official library in 2018.

Figures released by MOF’s Public Private Capital Cooperative Centre (政府和社会资本合作中心) on 31 January indicates that as of the end of December 2018 the National PPP Comprehensive Information Platform Management Library (全国政府和社会资本合作综合信息平台管理库) saw a net increase of 1517 projects compared to the end of 2017, for net investment increase of 2.4 trillion yuan.

As of the end of December 2018 the Library was host to 8654 projects worth total investment of 13.2 trillion yuan.

The number of Chinese PPP projects realised saw a YoY net increase of 1962, representing an investment sum of 2.6 trillion yuan, and a YoY rise in the realisation rate of 16 percentage points.

A total of 4691 Chinese PPP projects have been realised, for an investment sum of 7.2 trillion yuan and a realisation rate of 54.2%.

The number of Chinese PPP projects that have commenced saw a YoY net increase of 1078, for a total of 2237 projects that have commenced representing investment of 3.2 trillion yuan, and a commencement rate of 47.7%.

The three sectors that saw the largest YoY net project increases were municipal engineering (703), ecological development and environmental protection (284) and transportation (228), while the three sectors that saw the largest YoY net investment increase were comprehensive urban development (674.9 billion yuan), transit (664 billion yuan) and municipal engineering (591 billion yuan).

Municipal engineering, transit and ecological development and environmental protection are the sectors with the largest number of projects in China’s PPP project library, at 3381, 1236 and 827 respectively.

Sectors accounting for the largest amount of total investment are municipal engineering (approximately 4 trillion yuan), transportation (3.8 trillion yuan) and comprehensive urban development (1.8 trillion yuan).

There are a total of 989 projects in the fourth batch of demonstration PPP projects representing investment of 2.2 trillion yuan.

The number of realised demonstration projects saw a YoY net increase of 298, representing 477.8 billion yuan of investment, for a YoY rise in the realisation rate of 4.8 percentage points.

A total of 895 demonstration projects have been realised, for an investment sum of 2 trillion yuan and a realisation rate of 90.5%.
