President of Exim Bank on Track to Head Agricultural Bank of China

One of China’s big six state-owned banks is on track to appoint the former head of one of the country’s three policy banks as its new president.

Agricultural Bank of China (ABC) convened a cadre meeting on 23 September to announce the appointment of Zhang Qingsong (张青松), party secretary and president of the Export-Import Bank of China (Exim Bank) as party vice-secretary.

According to a report from Caixin, following the completion of regulatory procedures Zhang will also be appointed to the role of ABC president.

ABC has not had a president since 27 September 2018, following the departure of former-president Zhao Huan (赵欢) to serve as party secretary of the China Development Bank.

54-year old Zhang Qingsong is a graduate of the People’s Bank of China (PBOC) Graduate School – currently the PBC School of Finance, Tsinghua University.

Zhang first entered the banking sector with a position at Bank of China in 1990, where he was eventually appointed vice-president in 2016.

In September 2018 Zhang left BoC after a 28 year career with the state-owned lender, to join Exim Bank as vice-secretary, vice-chair and president.
