CBIRC and China’s Transport Ministry Call for Banks to Support Green Low-carbon Highway Projects

The Chinese banking regulator and China’s transport ministry has called for great support for green transit infrastructure development.

The China Banking and Insurance Regulatory Commission (CBIRC) and the Ministry of Transport (MOT) recently issued the “Opinions on the Banking and Insurance Sectors Supporting the High-quality Development of Highway Transportation” (关于银行业保险业支持公路交通高质量发展的意见).

The Opinions call for banking and insurance institutions to “provide financial support to green, low carbon highway projects that satisfy conditions, and help the transit sector to achieve peak carbon and carbon neutrality.”

The Opinions also called for the use of asset-backed securities (ABS) and infrastructure real estate investment trusts (REIT’s) to “make effective use of highway assets.”
