China to Launch System for Standardised Carbon Emissions Accounts

The Chinese central government has unveiled plans to launch a standardised system for the country’s carbon emissions statistics and accounts.

The National Development and Reform Commission (NDRC), the National Bureau of Statistics (NBS) and the Ministry of Ecology and Environment (MEE) have jointly issued the “Implementation Plan for Accelerating the Establishment of a Unified and Standardised Carbon Emissions Statistic and Accounts System” (关于加快建立统一规范的碳排放统计核算体系实施方案).

The plan sets the goal of the basic completion of interdepartmental coordination mechanisms by 2023, and further improvements to a “unified, standardised carbon emissions statistical accounts system” by 2025.

“[This] will provide firmer foundations for carbon emissions data, more scientific accounts methods and comprehensively increase the quality of data, to provide comprehensive, scientific and reliable data support to peak carbon and carbon neutrality undertakings,” said state-owned media.
