China Construction Bank Chief Liu Guiping Appointed Deputy Governor of Chinese Central Bank

The former head of one of China’s big six state-owned banks has just been made a senior official with the People’s Bank of China (PBOC).

Liu Guiping (刘桂平), formerly the president, deputy-party secretary and deputy chair of the China Construction Bank (CCB), has been appointed deputy-governor and party committee member of PBOC, according to an announcement made by the Chinese central government on 11 November.

54 year-old Liu hails from Hunan province, and obtained a bachelor’s degree in economics from Xiantan University in 1986, before obtaining master’s degree in political-economy from Jinan University in 1989.

Liu spent much of his career at the Agricultural Bank of China (ABC), first joining its Guangdong province branch in 1989, before rising to the position of vice-president of the Shenzhen branch in 1997.

From 2005 to 2009 Liu was vice-president and president of ABC’s Fujian province branch, while from 2009 to 2014 he headed the bank’s Shanghai municipal branch.

Liu has also held political positions, serving as deputy-mayor of Chongqing municipality from 2016 to 2019.

From March 2019 to November 2020 Liu served as the president of CCB, just prior to his appointment to central bank deputy governor.
