Chengdu and Jiangsu Province Join Ranks of Chinese Local Governments with Blockchain Development Plans

The municipal government for the Sichuan province capital of Chengdu and the government of Jiangsu province have issued new policies to spur the development of their local blockchain sectors.

On 29 October Chengdu released the “Chengdu Municipal Blockchain Application Scenario Supply Action Plan” (2020 – 2022), covering ten key areas including government services, urban administration, new consumption, cross-border trade, smart manufacturing, smart agriculture, smart education, smart healthcare, financial services and intellectual property.

The Plan calls for the strengthening of regional coordination, expansion of policy support and strengthening of publicity and guidance for the Chengdu blockchain sector, while also setting the goals of creating 30 “blockchain application demonstration sites” and establishing 2 to 3 blockchain industry cluster development zones by 2020.

The government of Jiangsu province also recently released the “Jiangsu Province Blockchain Industry Development Action Plan” (江苏省区块链产业发展行动计划), setting a raft of targets for the period up to 2023 including minimum per annum growth in the blockchain sector of 15%, the creation of at least 10 nationally influential backbone companies and the creation of at least 10 blockchain innovation service platforms.

Jiangsu province has also outlined a “1+3+N” industry plan for the blockchain sector, referring to 1 national-level blockchain development advanced demonstration zone, 3 province-level blockchain industry development clusters, and several blockchain innovation application trial zones.

Chengdu and Jiangsu join the ranks of numerous other local governments in China that have released blockchain industry development plans, including Guangdong province, Guangxi province, Zhejiang province, Hebei province, Beijing and Ningbo.
