China’s Market Regulator Issues Five Year Plan for Strengthening Rule of Law

The State Administration for Market Regulation (SAMR) has issued a new five year plan for shoring up the rule of law in China’s market economy.

The “Rule of Law Market Regulation Development Implementation Guidelines (2021 -2025)” (法治政府建设实施纲要(2021—2025年)) issued by SAMR on 20 December calls for “devoting all efforts to driving the development of rule of law market regulation in a new era to further ascend.”

The Guidelines focus in particular upon “strengthening legislation in the area of intellectual property rights for patents and trademarks and driving innovative development,” as well as “actively driving anti-trust law, product quality law, consumer rights protection law and enterprise information disclosure law.”
